overheating..

Hi
The other day I ended up in a completely congested area of London with the trx (most of it is..you might say!!),anyway before I knew it the temperature gauge went up to 100 degrees...scary!
I haven't had the bike for that long, so i was wondering if this is quite common.
There is plenty of coolant into the rad, and at about 100degrees I couldn't detect the cooling fan kicking in, isn't it supposed to start working before boiling point?!!
