Rear Brake lever adjust - help?

I have adjusted the rear brake lever all the way down - and it is still to high to put my foot on it - prob by about 1-1.5cm
is there another adjustment you can suggest? to make a little lower?

It's splined to the spindle from memory - there should be a punched dot to get the alignment tight.

first try taking off one locknut.
this will bring the pedal down somewhat.
if you need more then undo the pin holding the clevis.
grind down the threaded portion (top) of the clevis by half..
shorten the threaded section of the actuating rod by removing the flattened section on the end to clear.
