My dad sings that all the time
the line you're thinking of is 'on Ilkley Moor bah tat' which means on Ilkley Moor without a hat. Tat is Cockney rhyming slang for hat. Well "titfer tat" is really but it gets shortened.
Tat also means rubbish, as in cheap stuff you buy at a market.
English lesson over for today
Dunno where "tit for tat" came in coz they don't look much like hats

Kinda like reminds me of that episode of The Young Ones where they're desperate for money, so Neil gets a job as a policeman. He goes to break up a party. Warlock answers the door and says........"come in mate........and take the tit off your head" (referring to the Bobbies helmet)
Priceless!
