Over the last few months I've built a naked TRX. I bought the frame from a reputable wreckers. The frame came from a bike that was a repairable write-off. The frame was 100% original, undamaged, original colour. I then built the bike using this frame with an engine and parts from another bike. I have receipts for all parts - everything is legit.
I finished the bike. It's close to perfect. It rides perfectly. Everything works and everything is 100% legal. It even has original TRX exhausts on it for good measure!
I took it for a it's blue slip (safety/roadworth cert). It passed without issue.
I took it to be registered and was told it needed to go for a further inspection at the main RTA 'Vehicle Inspection/Indentification centre'. This is common practice when registering a vehicle that's been made from a frame from one bike and an engine from another. This checks that the bike is legit and nothing dodgy (i.e. stolen/re-birthed) is going on. Once again no issues with the bike.
I'm then told for it to pass I need to supply extra paperwork, one of which is a 'Certificate of Compliance'.
The Certificate of Compliance form can only be completed by an NSW licensed repair centre (i.e. most mechanics/body repair shops). It must be stamped and signed.
The Certificate of Compliance form states what has been fixed on the bike and that it has been fixed 'to standard'.
The problem I'm having is this...
I've taken the bike and the paperwork to 3 different repair centres (including the one who did the blue slip). No one has encountered this form before. When they phone the RTA they get mixed information about what the form is about. As the repair centres don't really understand what is happening the whole thing immediately falls on the 'too hard' pile and they don't want to help.
I carried out all the repairs myself (you can state this on the form). No one is willing to sign a form to say the bike has been repaired 'to standard' as they didn't carry out the work. I can't really blame them!
The other crazy thing is that the bike hasn't really been repaired. There was no damage to the frame I bought so there is nothing to really show that was repaired.
I'm now in a situation where I have an awesome bike that I've spent lots of time and money building that I can't register without this stupid piece of paperwork!
Has anybody come across this before or got any useful advice?
