Any Aussie members out there have any experience dealing with the following???

Over the last few months I've built a naked TRX. I bought the frame from a reputable wreckers. The frame came from a bike that was a repairable write-off. The frame was 100% original, undamaged, original colour. I then built the bike using this frame with an engine and parts from another bike. I have receipts for all parts - everything is legit.
I finished the bike. It's close to perfect. It rides perfectly. Everything works and everything is 100% legal. It even has original TRX exhausts on it for good measure! :-)
I took it for a it's blue slip (safety/roadworth cert). It passed without issue.
I took it to be registered and was told it needed to go for a further inspection at the main RTA 'Vehicle Inspection/Indentification centre'. This is common practice when registering a vehicle that's been made from a frame from one bike and an engine from another. This checks that the bike is legit and nothing dodgy (i.e. stolen/re-birthed) is going on. Once again no issues with the bike.
I'm then told for it to pass I need to supply extra paperwork, one of which is a 'Certificate of Compliance'.
The Certificate of Compliance form can only be completed by an NSW licensed repair centre (i.e. most mechanics/body repair shops). It must be stamped and signed.
The Certificate of Compliance form states what has been fixed on the bike and that it has been fixed 'to standard'.

The problem I'm having is this...
I've taken the bike and the paperwork to 3 different repair centres (including the one who did the blue slip). No one has encountered this form before. When they phone the RTA they get mixed information about what the form is about. As the repair centres don't really understand what is happening the whole thing immediately falls on the 'too hard' pile and they don't want to help.
I carried out all the repairs myself (you can state this on the form). No one is willing to sign a form to say the bike has been repaired 'to standard' as they didn't carry out the work. I can't really blame them!
The other crazy thing is that the bike hasn't really been repaired. There was no damage to the frame I bought so there is nothing to really show that was repaired.

I'm now in a situation where I have an awesome bike that I've spent lots of time and money building that I can't register without this stupid piece of paperwork!

Has anybody come across this before or got any useful advice?

when was the bike lodged as a write off?

if after 31 January 2011 it makes things a lot more difficult

Would the wreckers declare repairs and get them to rumber stamp it?

What you've done is as it should be - short of going in to the RTA and seeing if they have the so called form if the one you have is of no use. The last repairable I did was an XVS1100 but that was prior to the new idiotic laws and as Paul said you've got a major issue if it's a recent write-off.
Just had a quick squiz at the rta site and that's pretty much useless too except for this "A Certificate of Compliance issued by a licensed repairer under Division 4 at 16Q of the Act."

Ring the RTA and request the nearest inspection station that can do it

So where is the FRAME from the origional bike that housed the donor engine and other parts ??
as it will have a plate that might be usefull as long as it isnt on the WOVR list as well....

The frame was put on the repairable list in 2007 so no issue there. I checked that before I bought it.
The other thing that I can make you all aware of is a new law which is coming in on 31st Jan 2013 (i.e. the end of this month) in NSW. Any frame/chassis that's on the repairable write-off list and has not been registered before this date automatically becomes a statutory write off and cannot be registered. That's why I'm under a bit of pressure to get this thing registered!! In a way you've got to feel sorry for the wreckers. Just imagine how much repairable write off stock they have which effectively becomes useless after the end of this month.
Yes I have the original frame, it has a compliance plate but obviously that plate matches that frame so I'm not sure what use that could be.
The bike is with a bike shop today. The guy I'm dealing with has experience of doing this stuff before so I've got my fingers crossed. If this doesn't work out then I'm going back the the RTA in botany and speak to them and see what's suggested (I've phoned more that once and get VERY mixed results and answers!).
Wish me luck. If all goes well and I get it on the road I'll post pics.

Sounds like you are local to me if you use Botany RTA. I have a good relationship with this place, who might be able to help out. You should drop in, they are open till 6.

WOW!! Do we know if this is happening (or happened) in QLD?? If so, I have to pull my finger out and get mine done after being a 5year (so far) project!!
Understeer - when you hit the fence with the front of the bike.
Oversteer - when you hit the fence with the rear of the bike.
Horsepower - how fast you hit the fence.
Torque - how far you take the fence with you.

Thanks Paul. I'm in Bondi and work in the city. I needed to take it to Botany RTA as that's the nearest RTA vehicle inspection/identification place.
Like I say I have it with another bike shop today. I'll be collecting it at 5. If there is an issue then I'll let you guys know tomorrow and take it to the guys you recommend tomorrow eve (tuesday).

Smiffee - yep, best check the QLD RTA place. Ah, reading this now maybe I wasn't quite accurate with my previous statement... looks like it can still be repaired BUT you need authorisation from the RTA first (i.e. it ain't gonna happen!!)

This is complete and utter BS!! It's to protect the end purchaser and to stop updating, pity it doesn't - it's been proven that you can buy lets say a repairable 2004 Dyna Wideglide in Vic, knock one off from Sydney take it down swap bits over and do the necessary illegal bits and bingo one legit Vic reg'd Dyna Wideglide that you can bring back to Sydney and re-register as a state transferred bike.

Soddin' NSW government needs to wise up. The easiest way to stop people from doing updates would have been to force buyers of repairable write-offs to own them and keep them in their possession for a minimum 12 months after repair and re-reg, which would all but halt profiteering, but no lets be planks and just drive people nuts :evil:

UPDATE: Just got off the phone with the RTA as mine had been written off in 2008 (I knew that) BUT because it had already been repaired, inspected and re-registered all I'd need would be a blue slip, no need for ridiculous hoop jumping :thumbup:

Bit late I know but a thought, did you do a PPSR on it? If it was written off in 07 and the PPSR shows that it had been inspected you wouldn't have needed to do all this hoop jumping, just need to prove where the motor came from :twisted:

PPSR - Yes! The wrecker did this search and printed it for me when I bought the frame. I can't remember exactly what it said now as the RTA vehicle inspection place kept all my paperwork (they wouldn't give it back!). This was the PPSR, blue slip, green slip, and application for registration form. From memory the PPSR stated that the bike was written off on some date in late '07 and was on the repairable write-off list. That was it.
The bike successfully passed the compliance check yesterday! I now have a compliance form signed and stamped. So now it's booked back into Botany for round 2 with the inspectors! I'm just hoping I don't get anymore grief. The form is mainly blank. Why? Because the form deals with with has been repaired and are the repairs to standard. As NOTHING has been repaired or needs to be repaired to the frame then the mechanic can't fill any details in! All the mechanic did was check it all over, make sure all the bolts are tight and rode it. I'm just hoping that these blank bits on the form doesn't upset the inspector. The whole process and the stupidity of it all is beginning to really piss me off!

Don't blame ya for getting a tad peeved, after reading your initial post I rang the RTA/RMS whoever just to verify mine was going to be OK as it was written off in 08 but repaired and inspected but without a rego plate they said they couldn't do anything???????? ermmm I'm pretty sure the vin would have shown that yes it had been re-registered after it'd been written off. Thankfully the dealer I got it off had the plate number on record BUT because it's been out greater than 12 months you can't get any info - long story short and a few calls later I got told that mine is good to go (breathes sigh of relief).

I did after all that, write to the minister and the RTA/RMS and told him/them what I thought of their ridiculous laws and gave them a better option that will never get taken up but hey I got it off me chest!!

Good luck with it and I hope you don't have anymore grief.

Bike went for its second visit to the RTA vehicle inspection centre yesterday. After an hour it got the all clear! Another 20 mins in the regular RTA and she's all registered! I have a number plate! :) :) :) :) So happy!

Might be worth summarising what the process was as it would be useful to others in the same position or considering buying a repairable write off
